Over the periods, CODEF has learned a number of specific experiences from the implementation of the WATSAN program in Nepal. Followings are the specific experience of the NGO:

Resourcefulness

CODEF being a pioneer and leading NGO in Nepal in hygiene and sanitation sector, it has a wide range of hygiene and sanitation professionals either full time or part time staff or as resource persons in the network. CODEF is the single NGO in Nepal expert for research and development, advocacy and human resource development of NGOs and stakeholders on various sanitation and hygiene approaches.

It is the national agency of UNOPS hosted Water Supply and Sanitation Collaborative Council (WSSCC) based in Geneva. Its collaboration is to increase profile of WASH sector through advocacy, networking with national and international networking, and partnership with the government at the higher level.

Capacity Development and human resource development
CODEF is the only organization in the sector to impart human resource development and capacity building of various stakeholders –government, local bodies, NGOs, INGOs and civil societies. It organized a series of national level Master TOT on CLTS for over 60 core staff of UN, government, NGOs and INGOs in 2007.

With support from SNV Nepal, it was engaged in 2008 for capacity building of district level WASH stakeholders in the eastern hill districts for planning, implementation and monitoring and evaluate of WASH programme.

Later in 2009, it organized a series of Master TOT on child, gender and disables (CGD) friendly school WASH facilities for over 100 staff of national and regional NGOs of all the five development regions.  Consequently a trainers’ manual was also developed on CGD friendly school WASH programme with the support of UNICEF.

Also during 2012/13, it also organized a series of Master TOT on Total sanitation movement across the country in partnership with UNICEF. Over 300 district level sanitation triggers were developed in the country, atleast 3 to 5 triggers in each district. A trainers resource manaual on the total sanitation movement was also published in 2013.

CODEF also carried out WASH sector training needs assessment in 2013 in partnership with JICA and government. The training needs assessment is a mile stone to develop WASH training manual for National WASH training institute.
Currently CODEF is working with UNICEF and Department of Water Supply and Sewrage (DWSS) to impart capacity of various WASH stakeholders of 21 Earthquake affected districts for disaster resilient WASH programme.

CODEF was involved in developing national level policy, strategies, action plans, master plan and country plan related with water, sanitation and hygiene. It has also supported to the Steering Committee for National Sanitation Action for developing country papers on hygiene and sanitation from time to time for presentation in the international and regional level conference and seminars. Most importantly it was responsible for developing the Nepal country plan for International Year of Sanitation-2008, and Sanitation and Hygiene Master Plan-2011.

CODEF has conducted a number of project evaluations of CLTS implemented by Plan Nepal, NEWAH and water Aid Nepal over the years. It has also developed national guidelines for planning, implementation and monitoring of CLTS programme. The guidelines are being followed by many NGOs to plan and implement CLTS in their program area nationwide. CODEF has also conducted a number of training to staff of NGOs and government agencies to facilitate CLTS activities.

CODEF has developed national guidelines for implementation of SLTS for the government of Nepal in 2006. The guidelines are being used to plan and implement SLTS programme throughout Nepal. UNICEF is leading to implement the guidelines through the government partners as well as NGOs. CODEF has imparted a series of training to NGOs and government agencies regarding the use of SLTS in all the five development regions.

In 2012, It has developed child, gender and disable9d (CGD) friendly schools toilets designs for Department of Education to get implemented across the country. The Department has built thousands of CGD school toilets as of now and the Ministry of Education has recently announce it will build CGD toilets in all the remaining schools in Nepal in the upcoming fiscal year.

CODEF has developed sanitation marketing strategies in 2013 for Bardia, Bajura, Arghakhanchi, Sindhupalchowk and Sunsari to scale up and support sanitation movement in the country through assessing the sanitation demand in GSF program districts in order to understand consumer’s preferences and abilities to acquire safe sanitation products.

ODF, post ODF and WASH strategic action plans

CODEF has facilitated to develop ODF and pst ODF strategies of several districts and municipalities over the years. Also it has facilitated to develop WASH strategic action plan of other several districts- Jhapa, Dhankutta, Morang, Ilam, Pyhthan, Tanahu, etc.

Open Defecation Free (ODF) Campaigning

CODEF has been implementing ODF programme in several districts. Lalitpur, Tanahu, Pyuthan, Sankhuwa Sabha, Sunsari, and Sindhupalchowk  are the main districts for ODF campaign. It has already facilitated to declare ODF of over 100 VDCs and 5 municipalities in Nepal. There are other several VDCs in the pipe line to declare OD.

Implementation of WASH Projects

CODEF has worked with UN agencies, bilateral agencies, INGOs and government ministries and departments to implement various WASH projects in over 30 districts of Nepal.

Research and Development

CODEF has successfully completed over 30 Research and Development on WASH sector specially for project appraisal, evaluation and action research in partnership with UN agencies, INGOs and government.
